Charles "Rick" Phelps passed away on Tuesday July 22, 2014.
He is survived by his wife, Carolynn Phelps, brother Donnie Phelps, son Darren Phelps and step-daughter Tanya Neeley.
Those that new him know he loved the outdoors, and to read. He will be fondly remembered by the family and friends whose lives he touched.
