Obituary

William Ross Lipscomb (Bill), 71, of Charles Town, WV, died at Johns Hopkins Hospital on February 23, 2021.

Born July 19, 1949 in Washington, DC, Bill was preceded in death by his father Samuel Ross Lipscomb, his mother Jeanne Tillery Vesey, and his sister Rebecca Lipscomb.

He is survived by his wife of 34 years, Carolyn Lipscomb, daughter Jenny Hampton, son Daniel Lipscomb and his wife Vanessa, half brothers Wade Vesey and Samuel Lipscomb, grandson Owen Hampton, and granddaughter Kylie Souers.

Bill spent his early childhood at Raspberry Plain farm in Leesburg, VA. At age 11 he moved to Santa Barbara, CA. While in high school he played lead guitar for a local rock band called Planned Obolescences. They made a promotional record that was released nationwide called "Exit Sticky Icky". He also played bass guitar on a recording of the song Incense and Peppermints by the Strawberry Alarm Clock. After graduating from high school, Bill returned to Leesburg and briefly attended Shenandoah Music Conservatory. In 1968 he started his career as an electrician. After obtaining his masters license, he started his own business, Ross Electric, in 1980 and subsequently became a self-employed elecrical contractor. In 1997 he started working for Loudoun County as an electrical inspector, which he retired from in July 2011.

Bill's enjoyments in life included hunting, fishing, playing music with friends, and renovating old houses. He was well-known by his friends for always telling jokes. He loved going canoing and camping with his family and restoring his 1966 Pontiac GTO. Bill was a member of the NRA and the Moose Lodge 948 in Charles Town, WV.

A celebration of life service for family and friends will be held on Friday, April 16, 2021, 1:00 p.m., at the Lipscomb gravesite in Union Cemetery, 323 N King Street, Leesburg, VA 20176. After the service, family and friends are invited to continue the celebration at the Lipscomb home in Charles Town, WV.
